i actually don't recall the pre 89 rules for FM other than it was allowed higher f/s on a educational campus which it is no longer allowed now.

Here is what I think we should have as a service.
First it should be Unlicensed or file an application based on where you live (this is how you eliminate Piracy in the USA!!) If the license is easy and or non required it could promote more legal activity as a hobbyist could set up a low power station and have a range of around 1-2 miles even if they are restricted due to landlord issues.
The frequency should be 1610-1710 (With a dedicated frequency for hobby Radio at 1710 Khz for the medium wave band.
For Shortwave I do believe we need to look at 5.9-6.9 Mhz for operation. This is already a set of frequencies Alan Weiner is looking at trying to petition for. And remember he was once going for unlicensed (or fill in an application based on where you live).
Making someone have to obtain a amateur Radio license seems like an agenda to get more people interested in Ham Radio. This is already something that Hams are trying to do because they need more activity in some of the bands or they may lose them. The 220 Mhz band almost was lost due to lack of activity.
We have to look at the general hobbyist here as this was where I started with an initiative idea. I also believe that it should be separated from religious agendas just like the announcement transmitters in Canada. Last thing we need are more God Casters and political squawk boxes taking up yet more spectrum. We need that separation between Church and community or world programming here.
Some of the folks who has seen our document from the Initiative should look at those ideas as well. However if we could loosen up the antenna and ground rules I do feel even 100 mW on the medium wave band has potential. Just remember the CB walkie Talkie days. After there was no longer a license requirement I done some 100 mW experiments with antennas along with the students at the school for the blind. It was possible to get a nice 2 mile range with 100 mW using a good high gain antenna.

I have considered using LW in the unlicensed part of 160 to 190 kHz I think it is, where you can use 1 watt. With my new antenna design I believe I can have some fun there. Also, from reading Part 15 in its sections dealing with Part 15 level emissions within the HF bands I am interested in doing this too, but I would have to review the regulations again since there are variations in emissions levels depending on where you are on HF. Low Powered DRM is something I am interested in. I use SDR radio allot and like the use of software with my radios. I have before devoted some time with another group to write rulemaking suggestions, I have some ideas already submitted for Part 15 in a rulemaking petition for low powered AM where as an alternative I also suggested rule changes for unlicensed Part 15 broadcast on Mediumwave. You can find those in my submission at this link: www.fcc.gov/ecfs/filing/1033184229072 the suggestions for Part 15 are on pages 16 and 17. Since the petition is already listed for public viewing and not yet brought up in a proceeding, it means that there is plenty of time at the moment to consider comments and suggestions people might submit. Since I added suggestions to my Low Power AM Service (LPAM) rulemaking petition to consider changes to Part 15 if at the moment LPAM is infeasible to the FCC, this means that when this is brought to proceedings for public comments, everyone can also make rulemaking suggestions for Part 15. So the door will be open to comment on Part 15 at the same time the LPAM petition is taken up. Fortunately contrary to people's claim you do not have to wait for the FCC to make an announcement for submitting comments on something they have launched to submit a Rulemaking Petition, you can do that any time you want according to Congress and according to the rules at the FCC web site, hence we can keep on filing petitions as long as we need to. Preferably by different parties since when one party's petition is heard and if it fails to have results another party can submit another petition.

"there was a shortwave petition at one time around the 26-27mhz region using AM mode. i forget the wattage. the fact that CB exists @ 4 watts in an ITU controlled region is pretty interesting considering with a good stacked beams array international skip is a possibility and often achieved by CB'ers using legal 4 watt am 12 watt ssb rigs with good antenna's. there is your precedent for some kind of HF service. i have also just approved a new member who traces back to a very interesting organization and who could really add some constructive dialogue to this topic. hopefully this person will come out of the lurker stage and chime in on the effort." *******************
Your idea is very good, since the antenna heights are full height and yet shorter than, lets say 80 meters or even Mediumwave, and the antennas can easily be mounted 1/2 wave or more above ground this makes these bands fairly efficient especially at night when you can hear a 4 watt CB 30 miles away although weakly, and of course there is the day time skip. AM as well as DRM would be good in this region of the HF bands. Try hearing a 4 watt Mediumwave station 30 miles away?

The FCC needs to worry about illegal operators in the HF bands talking racist garbage, promoting Hate Crimes, Jamming one another, communicating threats, and breaking EVERY FCC RULE KNOWN TO MAN!! Hear some of the examples yourself as I've posted on my site The Initiative. Yet the NAB gets priority and little Johnny quarter mile is a bigger threat than a world wide transmission blaring out obscene and violent talk? Proof once again the FCC takes BRIBES Hear it and cry about it. Lots of F Bombing and QRMing Here. The racist comments and F bombing Oh and the N word. Count the FCC violations here. More Childish Noise making and Jamming. What Fine Business Operators these guys are. NOT!!
