I think the reason so many resisted a national registry is because ASCAP, BMI, etc were starting to issue notices to part 15 stations in an attempt to extract excessive fee's from those who were simply hobby stations and not deriving any commercial interest from their operations.
i remember when the RECNet registry came out and it was right around the time BMI was gearing up their onslaught toward part 15 operators.
