On AM carrier current you could surely set up a nice carrier current station that could come in and cover a complex of a quarter mile to a mile legally.
If the Landlord would approve and get involved could even benefit the landlord as tenets could participate in the community station. It could push customer base to a higher level as well. And to think of the neighborhood involvement.
Now days however it would have to consist of mostly adults who have a wide range of musical taste besides the Rap based residence for it to work. In an elderly community for an example you may want to consider oldies and country as well as Polka as part of the format.
